Rush CLI 0.2.52

Dispatch is ~730 ms faster. rush run resolved the GitHub installation_id by calling GET /o/{org}/github — which returns every installation and every repository each can see — on every dispatch. Measured at 710 ms median, it was the single largest item in the 2.86 s acknowledgment against a 1 s target.

The installation is now cached per owner/name in ~/.rush/user.yaml. The pre-existing github.installation_id could not be used for this: it records no owner, so a user with a personal and an org install could get the wrong installation for a differently-owned repo (RUSH-398). Keying by full repo name removes that ambiguity.

A stale entry (repo transferred, app reinstalled) self-heals: a 403/404 from the dispatch evicts it and the next run re-resolves. Reconnecting GitHub clears the cache entirely, since a reconnect can mean new topology.

Measured with a paired A/B (cache cleared vs warm, interleaved so both arms see the same server load): 785 ms, 731 ms and 676 ms saved per dispatch.
